Arizona Democrats Push Bill to Limit ICE Detentions to 12 Hours Amid Overcrowding Crisis

Arizona’s congressional Democrats are stepping up to challenge the cruel and chaotic reality inside ICE detention centers by proposing a bill that would limit the time detainees can be held to just 12 hours. Representatives Greg Stanton, Yassamin Ansari, and Adelita Grijalva introduced the legislation in direct response to the severe overcrowding and inhumane conditions documented at facilities including the temporary ICE holding center at Mesa Gateway Airport.

According to the bill’s sponsors, the average holding time for detainees has skyrocketed from under 12 hours to over 36 hours as of 2026—more than tripling in just a year. Stanton emphasized to KJZZ that the 12-hour cap is essential to ensure humane treatment, bluntly stating, “Twelve hours means 12 hours. We have to have humane conditions. People should not be sleeping on cement floors for days on end.”

A surprise inspection by the lawmakers earlier this month revealed rooms packed with upwards of 50 detainees despite a capacity for only 21, with many held well beyond the proposed 12-hour limit. This overcrowding is a stark example of the broader failures in the ICE detention system that have drawn widespread criticism for violating civil rights and basic human decency.

The bill arrives amid ongoing controversies surrounding ICE’s expanding network of for-profit detention centers, environmental concerns over facility locations, and a lack of oversight that allows abuses to persist unchecked. For instance, a recent stop work order was issued to GardaWorld, a company involved in detention projects, highlighting mismanagement and regulatory lapses.
