Congressman Seth Moulton (D-MA) cast a rare “no” vote against the reauthorization of Section 702 of the Foreign Intelligence Surveillance Act (FISA), a key surveillance program that collects foreign intelligence but also sweeps up data on Americans.

While acknowledging that Section 702 has “saved lives,” Moulton condemned the current administration’s blatant disregard for legal limits and privacy protections. “This administration flouts the law every single day,” Moulton said, pointing to FBI Director Kash Patel’s role in undermining oversight mechanisms.

Moulton’s statement highlights a disturbing pattern: independent watchdogs have been fired, compliance offices shuttered, and the Privacy and Civil Liberties Oversight Board—charged with monitoring surveillance abuses—has been illegally gutted. Without these checks, Moulton warned, the program effectively becomes a “blank check” for political weaponization of sensitive data.

The congressman called for “real, bipartisan safeguards like a warrant requirement” to protect Americans’ privacy rights. His opposition underscores the urgent need for rigorous, independent oversight of surveillance programs—something the current administration is actively dismantling.
