Connecticut lawmakers have taken a bold step to rein in federal Immigration and Customs Enforcement (ICE) agents, approving sweeping new restrictions aimed at curbing the agency’s overreach and protecting civil rights. The legislation designates “protected spaces” such as playgrounds and churches where ICE agents cannot operate without a judicial warrant. It also bans law enforcement officers from covering their faces during operations and allows state authorities access to crime scenes involving federal agents.

The move comes amid growing outrage over ICE’s heavy-handed tactics, which have included inhumane detention conditions, family separations, and a disturbing pattern of civil rights violations. Connecticut House Majority Leader Jason Rojas acknowledged the deep emotions driving the debate, saying, “We’ve seen people hurt; we’ve seen loss of life. We’ve seen unconventional behavior on the part of federal authorities in how they interact with people and how they address their civil rights.”

The bill’s passage was not without drama. A public feud erupted between two state representatives during the debate: Democrat Nick Menapace accused Republican Greg Howard, a veteran police officer, of using his position to harass people, including other lawmakers. Howard denied the allegations, defending his reputation and conduct.

Under the new law, ICE agents who violate these restrictions could face lawsuits, signaling a rare but crucial assertion of state authority against federal immigration enforcement. The bill now heads to Governor Ned Lamont, who has expressed his intention to sign it into law.
