Democrats in both the Senate and House have launched a sweeping investigation into President Donald Trump’s pardons and commutations amid allegations of a “pay-to-play” scheme. The probe focuses on whether Trump granted clemency not as an act of justice or mercy, but as a form of political and financial favoritism.

The bipartisan coalition, led by California Representatives Dave Min and Raul Ruiz alongside Vermont Senator Peter Welch, has sent dozens of letters to individuals who received pardons or sentence commutations. These letters seek to uncover if these beneficiaries gained their presidential favors through intermediaries, financial contributions, or other forms of influence.

Among those under scrutiny are some high-profile figures including cryptocurrency billionaire Changpeng Zhao, who pleaded guilty to money laundering; nursing home operator Joseph Schwartz, convicted of tax crimes; and entrepreneur Trevor Milton, sentenced to four years in prison for investor fraud. The Democrats are demanding disclosure of contracts and records detailing payments made to lawyers, lobbyists, social media influencers, and others who may have lobbied the White House on behalf of these pardoned individuals.

Representative Min warned that failure to comply could only deepen suspicion and increase the risk of future criminal investigations. “If they don't respond, they run the risk of highlighting themselves — of being the subjects of future congressional investigations and creating more of a target on their backs for potential further criminal prosecutions,” Min told CBS News.

Senator Welch, a member of the Senate Judiciary Committee overseeing clemency at the Department of Justice, blasted Trump’s use of the pardon power. “President Trump's abuse of the presidential pardon has let criminals walk free and deprived victims of hundreds of millions of dollars in restitution, with little to no explanation,” Welch said.

The investigation challenges the long-standing legal principle that executive clemency is an act of grace exercised for the public good. Instead, the evidence suggests Trump turned the pardon power into a tool for rewarding loyalty and enriching himself and his allies at the expense of justice and victims’ rights.

This probe adds to a growing list of investigations exposing Trump’s corrupt practices and blatant disregard for democratic norms. The abuse of the pardon power represents a dangerous erosion of accountability and the rule of law that demands urgent scrutiny from Congress and the public alike.
