Democrats Sound Alarm on SAVE Act: A New Barrier to Voting for Millions

Three Democratic members of Congress representing San Diego County are raising the alarm about the SAVE Act, a Republican-sponsored bill that threatens to make voting significantly harder for millions of Americans. The legislation, which passed the House in February and now faces an uncertain future in the Senate, would require voters to present proof of citizenship in federal elections — a mandate that experts and lawmakers warn is both impractical and unnecessary.

Rep. Scott Peters laid out the problem bluntly: "Only half of Americans have a passport. Millions of Americans don't have easy access to birth certificates." The burden of tracking down official documents, paying fees, and traveling to government offices would disproportionately impact working-class voters, erecting new hurdles to the ballot box. Peters also pointed out that REAL ID driver's licenses, often cited as proof of citizenship, fall short because they can be issued to permanent residents. Only five states currently offer "enhanced driver's licenses" that meet the citizenship proof standard.

Independent studies have repeatedly found that voter fraud in the United States is exceptionally rare, yet President Donald Trump continues to push the SAVE Act based on his debunked claim that noncitizen votes cost him the 2020 election. This false narrative fuels the bill’s push despite the lack of evidence.

Rep. Sara Jacobs highlighted another troubling consequence: "As many as 69 million women won't be able to vote if this law were to pass because their married name won't match the name on their citizenship documents." She also emphasized the impact on military personnel, noting that thousands of service members stationed abroad, including 2,500 off the coast of Iran, could be disenfranchised because they do not have access to their essential documents.

The SAVE Act is not the only effort to impose proof of citizenship requirements. In California, Republicans are promoting a separate ballot measure that would require the same proof to vote in state elections, set for a vote this November.

Rep. Mike Levin called out the legislation for what it really is: a cynical attempt to sow mistrust and suppress voter turnout. "I call it the 'Save Republicans Act,' because I think that's what this is all about," Levin said. "If they can't win elections fair and square, they're trying to get people to doubt that the outcomes are legit."

This bill is yet another chapter in the ongoing assault on voting rights, driven by baseless claims and political gamesmanship rather than facts. If passed, the SAVE Act would erect costly, confusing barriers that disproportionately harm marginalized communities and undermine the very foundation of American democracy.
