Ex-Trump Official Warns of Secret ‘Doomsday Book’ That Could Let Trump Declare Martial Law and Suppress Elections
A former Trump Homeland Security chief of staff reveals a Cold War-era secret manual of pre-written executive orders that could give the president sweeping emergency powers, including detention of civilians and election interference. With Trump openly challenging democratic norms and his allies in place, this “Doomsday Book” poses a real threat to American democracy ahead of the 2024 midterms.
Miles Taylor, who served as Homeland Security chief of staff during Trump’s first term, is raising the alarm about a hidden trove of executive orders known as the Presidential Emergency Action Documents (PEADs). This “Doomsday Book,” originally assembled during Eisenhower’s Cold War presidency, contains pre-drafted orders that could be unleashed in a national crisis—orders granting extraordinary powers like martial law, censorship, detention without due process, and seizure of property.
Taylor told The i Paper that there is genuine fear in Washington that Trump, if returned to office, might abuse these powers not against foreign enemies but against American citizens. “One official who once held the keys to the Doomsday Book warned me that federal forces could ring polling places in opposition states, using intimidation disguised as election security,” Taylor said. This would mark a dangerous weaponization of homeland security against democracy itself.
The Brennan Center for Justice confirmed in 2024 that PEADs could be used to suspend communications, censor the press, and establish military zones—all without congressional approval. Taylor noted that while Trump “did not fully understand the powers he possessed” in his first term, some aides were terrified he might wield them recklessly. Now, with Trump’s repeated calls to undermine elections and his own admission that “my own morality” is the only thing stopping him, the threat feels more urgent.
Taylor warns that the infrastructure to execute these emergency orders is already in place: detention facilities are being built, legal frameworks exist, and classified orders remain ready to be activated. He says the current White House counsel, Stephen Miller—known for hardline MAGA policies—is overseeing the process, amplifying concerns about the potential misuse of these powers.
Despite requests, the White House has declined to comment on the so-called Doomsday Book or Taylor’s warnings. Meanwhile, Taylor’s civic organization is briefing lawmakers to prepare legal challenges against any abuse of these emergency authorities designed to keep Trump and his party in power.
Trump’s recent statements have grown increasingly unhinged, declaring “I have the right to do anything I want to do” and questioning the necessity of elections altogether. This rhetoric, coupled with the secret arsenal of executive orders, paints a chilling picture of a president ready to exploit emergency powers to undermine democracy.
“This is no longer the stuff of cheap fiction,” Taylor writes. “If we let it happen, American democracy would read like one.” The time to confront this looming threat is now, before the 2024 midterms become a battleground not just for votes but for the very future of democratic rule.
