The U.S. Department of Education’s Office for Civil Rights (OCR) has opened a formal investigation into the Bay County School District in Florida amid grave allegations that it ignored rampant antisemitic harassment targeting Jewish students. According to the complaint, the district was aware of repeated antisemitic bullying—ranging from swastikas drawn on textbooks and school property to students performing Nazi salutes and displaying offensive imagery during class presentations—but failed to take meaningful action to stop it.
Assistant Secretary for Civil Rights Kimberly Richey condemned the district’s inaction, stating, “A learning environment that permits bullying, leaves harassment unpunished, and tolerates antisemitic hatred is not only unsafe for students—it is unlawful.” OCR’s inquiry will determine whether the district violated Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, or national origin in federally funded educational programs.
This investigation arrives in the wake of President Trump’s January 2025 Executive Order aimed at combating antisemitism “vigorously, using all available and appropriate legal tools.” Yet, the Bay County case starkly illustrates how some school districts under the current administration’s oversight continue to tolerate or dismiss hateful conduct, jeopardizing student safety and civil rights.
The allegations include students mockingly wearing yarmulkes, spreading antisemitic conspiracy theories, and repeatedly engaging in stereotypical antisemitic comments. Despite clear evidence of harassment, the district reportedly failed to implement effective measures to prevent recurrence or punish offenders.
This inquiry is a critical test of the Trump administration’s proclaimed commitment to fighting antisemitism and protecting minority students.
