Wilfredo Jose Tortolero-Arriechi, the 35-year-old man accused of fatally stabbing 51-year-old Alberto Rangel at Zuckerberg San Francisco General Hospital, is a Venezuelan illegal alien who entered the United States in 2023 and was released under the Biden administration’s catch-and-release immigration policies, according to U.S. Immigration and Customs Enforcement (ICE).

ICE Director Todd M. Lyons confirmed that Tortolero-Arriechi was apprehended by U.S. Border Patrol agents after illegally crossing into the country last year. Instead of being detained or promptly removed, he was released back into the United States, where he vanished into California’s sanctuary jurisdiction. San Francisco, once led by former Mayor Gavin Newsom and former District Attorney Kamala Harris, is known for policies that limit cooperation with federal immigration enforcement.

In the weeks leading up to the December 4 attack, Tortolero-Arriechi reportedly threatened his doctor and multiple hospital staff members. Two days after the stabbing, Alberto Rangel succumbed to his injuries on December 6. Tortolero-Arriechi has pleaded not guilty to charges of homicide and use of a deadly weapon.

Currently held at San Francisco County Jail, ICE lodged an immigration detainer against Tortolero-Arriechi on December 11. The agency is urging San Francisco officials to honor the detainer once the suspect has completed his criminal proceedings and sentence.

This case spotlights the deadly consequences of the Biden administration’s catch-and-release policies combined with sanctuary city protections that obstruct federal immigration enforcement. While the administration touts these policies as humane alternatives, victims like Alberto Rangel pay the price when dangerous individuals slip through the cracks.
