In a disturbing display of immigration enforcement, Immigration and Customs Enforcement (ICE) agents detained multiple Disney Magic cruise ship workers on April 23 as the ship docked at the Port of San Diego. Passengers witnessed federal officers handcuff crew members in full uniform and load them into a white van while the ship was still unloading, an unsettling scene that left many shocked and searching for answers.
One passenger, Dharmi Mehta, who had just completed a five-day cruise to Catalina Island and Ensenada, filmed the arrests. She recognized one detained worker as her family’s waiter, dressed in a blazer and tie, while others wore chef uniforms with name tags. Mehta described the moment as “really unsettling,” especially since the workers appeared to be taken without their belongings, raising concerns about how they would contact their families or return to work.
Despite the public spectacle, ICE has not provided any official reason for targeting these specific workers. A maritime attorney told ABC 10 that while agents “obviously had a reason to go there,” the cause could be any number of issues. Advocacy groups, however, see this as part of a growing pattern of workplace immigration raids nationwide.
Benjamin Prado of Unión del Barrio, a local immigration advocacy group contacted by Mehta, emphasized that these arrests are “not an isolated incident” but part of a “larger pattern of affecting raids and immigration detention in work sites,” echoing concerns about the Trump administration’s aggressive immigration policies.
The Port of San Diego quickly distanced itself from the enforcement actions, clarifying that local harbor police had no involvement and that immigration enforcement at the federally controlled B Street Cruise Terminal falls under Customs and Border Protection (CBP). This separation of duties highlights the federal government’s dominant role in these crackdowns.
Disney’s own employment requirements mandate valid passports, background and medical checks, and proper visas for workers, yet these detentions suggest cracks in enforcement or documentation verification. The lack of transparency fuels fears that immigrant workers face heightened vulnerability and potential rights violations amid these sudden raids.
