Illinois is taking a stand against the Trump administration’s aggressive ICE detention policies by moving forward with legislation that limits where federal immigration detention centers can operate. On Wednesday, the Illinois Senate Executive Committee approved House Bill 5024, which prohibits ICE detention and processing facilities from being located within 1,500 feet of residences, schools, daycare centers, public parks, or churches.

This bill directly challenges the federal government’s practice of placing detention centers in the heart of vulnerable communities. The Broadview facility, for example, sits squarely in the districts of House Speaker Emanuel “Chris” Welch and Senate Majority Leader Kimberly Lightford—two lawmakers leading the charge for this common-sense measure.

“This is about dignity for our communities, and this is about standing up for our neighbors who deserve better,” Welch said, highlighting the human cost of ICE’s presence in residential neighborhoods. The bill passed the committee strictly along party lines, reflecting the deep partisan divide over immigration enforcement policies.

Republicans criticized the bill as another partisan attack on the Trump administration rather than a cooperative effort to address immigration challenges. However, advocates argue that this legislation is a necessary step to protect communities from the inhumane conditions and civil rights abuses that have become synonymous with ICE detention centers nationwide.

The bill previously passed the Illinois House with a strong majority (72-35) and now moves to the Senate floor for a full vote. If enacted, Illinois would join a growing number of states pushing back against the expansion of for-profit immigration detention facilities and the federal government’s disregard for community wellbeing.

At a time when ICE detention centers have been linked to overcrowding, family separations, and deaths in custody, this bill represents a rare legislative effort to impose meaningful restrictions on where these facilities can operate. It’s a clear message that Illinois lawmakers are not willing to let the Trump administration continue unchecked abuses in their neighborhoods.
