Free traces this evolution back to the post-Civil Rights era shift when open racial hostility became socially unacceptable. Politicians didn’t stop opposing Black progress—they just learned to dress it up in “law and order,” “states’ rights,” and “traditional values.” The language got cleaner, but the targets remained the same.
