From gutting the civil service to rolling back LGBTQ+ protections and environmental safeguards, these policies threaten the very core of democracy.
The Heritage Foundation’s so-called Project 2025 started as a 900-page plan that many dismissed as extreme and unworkable. But a new report from GPAHE exposes how quickly this blueprint for authoritarian governance has morphed into reality—transforming federal agencies, civil rights enforcement, and regulatory bodies with alarming speed.
According to GPAHE, about half of Project 2025’s proposals have already been implemented since Trump took office. This isn’t happenstance or improvisation. It was a meticulously prepared strategy, with executive orders, agency purges, and regulatory rollbacks ready to deploy the moment political power was secured.
One of the most chilling aspects is the systematic politicization of the federal workforce. Hundreds of thousands of federal jobs have been eliminated or reclassified, turning career civil servants into at-will political appointees vulnerable to ideological purges. This dismantling of institutional independence threatens to make the federal government a tool of political loyalty rather than public service.
Civil rights protections are also under sustained attack. Federal programs supporting diversity, equity, and inclusion have been dismantled or defunded. The report highlights a sweeping rollback of LGBTQ+ rights, including the erasure of transgender protections and the expansion of religious exemptions that could sanction discrimination by healthcare providers and adoption agencies.
Consumer protection agencies like the Consumer Financial Protection Bureau have been gutted, leaving Americans vulnerable to predatory financial practices. Environmental regulations and climate science programs face relentless assaults, with agencies like the EPA and NOAA stripped of staff and authority. These cuts undermine the government’s ability to respond to climate crises and safeguard public health.
Labor protections, education, healthcare, and other pillars of social safety are all being targeted for dismantling or ideological reshaping. GPAHE’s report warns that these trends are not isolated but part of a coordinated effort to rewrite the federal government in the image of authoritarian control.
This is not a distant threat. It is happening now. Project 2025’s blueprint is unraveling America’s democratic institutions and civil rights protections before our eyes. If we fail to resist, the federal government will become a vehicle for political repression rather than a protector of the public good.
