Rep. Chellie Pingree Confronts ICE Over Unjust Detention of Portland Teen at Dilley Facility

Representative Chellie Pingree is taking direct aim at ICE’s opaque and brutal detention practices with a visit to the Dilley Immigration Processing Center in San Antonio, Texas. Accompanied by other House Democrats, Pingree plans to confront the Department of Homeland Security about the continued imprisonment of Olivia Andre, a 19-year-old from Portland who has been held at Dilley since November 2025.

Andre’s case underscores the cruel realities inside ICE detention facilities. While her mother and younger siblings have been released, Andre remains detained alone without any clear legal justification or explanation provided to her or her lawyers. In a sharply worded letter to ICE Acting Director Todd Lyons, Pingree called out the agency’s lack of transparency as “unacceptable and indefensible.”

The Dilley center has long been a focal point for criticism over its inhumane conditions. Reports have documented dangerous environments, substandard medical care, poor water quality, insufficient food, and neglect of pregnant detainees. These abuses disproportionately affect vulnerable families and children, fueling outrage among civil rights advocates and elected officials alike.

Pingree’s visit comes as part of a broader push by Democrats and immigration reform groups like FWD.us and Families Belong Together to expose and challenge ICE’s mistreatment of detainees. Following the tour, Pingree and her allies will hold a press conference to share firsthand observations and renew calls for humane treatment and accountability.

This is not Pingree’s first foray into ICE oversight—she has previously visited detention facilities in Massachusetts and continues to spotlight systemic failures within the immigration enforcement system. Yet Andre’s ongoing detention despite her family’s release starkly illustrates the arbitrary cruelty that defines ICE’s approach.

As Pingree confronts ICE officials face-to-face, the message is clear: indefinite detention without transparency or due process is a stain on American values and democracy itself. The public deserves answers, and detainees like Olivia Andre deserve freedom, dignity, and justice.
