In a bold move to resist the Trump administration’s relentless expansion of immigration detention, the San Elizario City Council voted unanimously on May 5 to deny critical public services to the Department of Homeland Security’s (DHS) planned detention centers in Socorro, Texas.

The council adopted two resolutions aimed squarely at blocking emergency services permits and water access for the massive warehouses DHS purchased for $123 million in January. These warehouses are slated to be converted into detention centers capable of holding up to 8,500 immigrants, part of a broader $38 billion plan by the administration to warehouse between 7,500 and 10,000 people in converted commercial spaces.

San Elizario’s move supports local agencies like the El Paso County Emergency Services District #2 and the Lower Valley Water District in their efforts to limit or deny services to these detention centers. Advocates opposing the centers applauded the council’s decision, which comes amid widespread community concerns over the strain these facilities would place on already limited water, sewage, and emergency infrastructure.

The region’s residents, many of whom have long struggled with access to basic utilities, fear that the influx of thousands of detainees will exacerbate these challenges and further degrade quality of life. San Elizario joins its neighbors—El Paso, Socorro, and El Paso County—in standing against the federal government’s plans, signaling a united front of local resistance.
