Sen. Padilla Demands Answers on Neglected Refugee’s Medical Crisis at California ICE Jail

Senator Alex Padilla is turning up the heat on ICE over the appalling medical care—or lack thereof—at the California City Detention Facility, the state’s largest immigration jail. His congressional inquiry comes after a damning report by the San Francisco Chronicle revealed the deteriorating condition of Yebio Kifle, a 48-year-old Eritrean refugee with congestive heart failure who has been left wheelchair-bound, jaundiced, and unable to urinate while in custody.

Yebio’s sister, Senait Kifle, who visited him in early April, described a man so neglected he was bleeding inside his mouth and had swollen cheeks, barely able to speak. “They’re waiting for him to die,” she said, accusing the facility’s staff of deliberate indifference. Two independent doctors reviewing his medical records agreed that Yebio’s chronic illness was untreated and life-threatening.

The California City Detention Facility, run by CoreCivic and holding nearly 1,800 detainees daily, has long been a hotspot for complaints about inhumane conditions. Last November, detainees filed a class action lawsuit alleging systemic denial of care for life-threatening conditions. In February, a federal judge ruled in favor of the detainees, ordering an independent medical monitor to investigate. Dr. Muthusamy Anandkumar is currently reviewing records and preparing for an onsite inspection, with a public report due in July.

Despite these red flags, ICE spokesperson Jason Sweeney brushed off concerns, claiming detainees have access to “the highest standards of care” and cynically suggesting detention is a “choice” and that detainees can “self-deport.” This callous attitude mirrors the broader pattern of ICE’s disregard for detainee welfare and accountability.

Senator Padilla, who has personally toured the facility and condemned the “inhumane conditions” and violations of basic rights, is now demanding answers from federal authorities. “ICE and CBP continue to detain immigrants with no criminal record, all while wasting billions in taxpayer funds and doing little to increase public safety,” Padilla stated.

For families like the Kifles, this inquiry is a lifeline amid despair. Senait Kifle expressed gratitude for the senator’s intervention but remains braced for the worst. “I was about to just give up,” she said, highlighting the urgent human cost behind ICE’s broken system.
