Democrats in Congress have launched a coordinated probe into President Trump’s controversial use of pardons and commutations, investigating whether these acts of clemency were part of a brazen pay-to-play scheme. The inquiry targets a roster of wealthy businessmen who appear to have bought their freedom through financial influence, raising urgent questions about corruption and the erosion of justice under the Trump administration.

California Representatives Dave Min and Raul Ruiz, along with Vermont Senator Peter Welch, have sent letters to more than a dozen pardon recipients demanding detailed records. They want communications, financial disclosures, and any contracts related to efforts lobbying Trump or his advisers on their behalf. The investigation specifically seeks evidence of payments to lawyers, lobbyists, social media influencers, and others who may have pushed for clemency.

Among those under scrutiny are prominent figures like cryptocurrency billionaire Changpeng Zhao, who pleaded guilty to money laundering; Joseph Schwartz, a nursing home operator convicted of tax crimes; and entrepreneur Trevor Milton, sentenced to four years in prison for defrauding investors. The lawmakers are pressing for transparency on whether these individuals made donations to Trump or affiliated groups in exchange for their presidential favors.

"If they don't respond, they run the risk of highlighting themselves — of being the subjects of future congressional investigations and creating more of a target on their backs for potential further criminal prosecutions," Rep. Min told CBS News.

Beyond the question of corruption, the probe highlights the devastating impact of these pardons on crime victims. Lawmakers emphasize that Trump’s clemency decisions have stripped victims of compensation and justice, wiping out hundreds of millions of dollars in restitution and fines owed to those harmed by the criminals now freed.

Min bluntly stated, "The ability of wealthy individuals to get around the justice system after conviction gets to the heart of what is wrong with America right now under this administration."

Currently, Democrats lack subpoena power in the House and Senate, limiting them to voluntary cooperation from pardon recipients. However, if they regain control of Congress after the upcoming midterms, this pay-to-play pardon pipeline is poised to become a top oversight priority. With subpoena authority, they could compel documents and conduct full investigations into what many see as one of the most egregious abuses of presidential power in modern history.

This probe exposes how Trump’s clemency power was weaponized not to serve justice, but to reward loyalty and enrich cronies — a corruption scandal that strikes at the core of democratic accountability and the rule of law. We will be watching closely as this investigation unfolds.
