President Trump’s latest executive order demands that the Department of Homeland Security (DHS), working with the Social Security Administration (SSA), compile and deliver lists of confirmed U.S. citizens to states. These lists will be used to verify voter eligibility and restrict mail-in ballot distribution exclusively to those on the lists. The order also requires states to submit their eligible voter rolls to the U.S. Postal Service (USPS), which is then barred from sending ballots to anyone not on those lists.

This aggressive federal intervention in election administration bypasses Congress and hands unelected officials unprecedented control over who can vote. It echoes the controversial SAVE America Act currently under Senate debate, which would impose proof-of-citizenship requirements for voter registration, photo ID mandates at the polls, and aggressive purging of voter rolls to remove alleged noncitizens.

The Federation for American Immigration Reform (FAIR), which supports the order, claims that policies like automatic voter registration, universal mail-in voting, and driver’s licenses for undocumented immigrants have “undermined election integrity” by adding noncitizens to voter rolls. FAIR’s own investigation highlights eight jurisdictions—including California, Colorado, and Washington—that have adopted all three policies and are thus targeted by this crackdown.

But election experts and civil rights advocates warn these measures disproportionately disenfranchise eligible voters, particularly minorities and marginalized communities, under the false pretense of combating voter fraud. There is scant evidence of widespread noncitizen voting, and these tactics fit into a broader pattern of authoritarian overreach by the Trump administration—weaponizing government agencies to restrict voting rights and undermine democratic norms.

This executive order is the latest in a series of Trump-era moves to centralize control over elections, erode trust in the democratic process, and suppress turnout among groups likely to oppose the administration. As the 2024 elections approach, these policies threaten to deepen voter suppression and weaken the foundations of American democracy.
