Since its establishment in 1980, the U.S. refugee program has welcomed over 3.1 million people fleeing war and persecution. But under President Donald Trump, that legacy has been shattered. The administration has imposed the lowest refugee admissions cap in decades — just 7,500 for fiscal year 2026, a 94 percent drop from the 125,000 cap set under the Biden administration.

Even more disturbing is how those few refugee slots are being allocated. According to data from the State Department’s Bureau of Population, Refugees, and Migration, as of March 31, 4,499 refugees were admitted — and a staggering 4,496 of them were from South Africa. The remaining three were from Afghanistan.

The Federal Register memo that set this cap explicitly directs that the refugee slots “primarily be allocated among Afrikaners from South Africa … and other victims of illegal or unjust discrimination in their respective homelands.” This thinly veiled directive signals a white supremacist policy favoring white South African refugees, most likely Afrikaners, while shutting the door on others seeking refuge.

States like Texas, Florida, and California have received the bulk of these South African refugees, with Texas alone welcoming over 500. The State Department’s data does not specify race or ethnicity, but the memo’s language makes it clear who is being prioritized.

This policy shift is part of a broader Trump administration assault on immigration. While the crackdown on undocumented immigrants grabs headlines, the administration’s war on legal immigration is no less brutal. Stephen Miller, the White House’s chief anti-immigration hardliner, has spearheaded efforts to dismantle protections for immigrants already in the U.S., while discouraging new arrivals through restrictive policies.

The result is a refugee program that no longer serves the vulnerable fleeing persecution worldwide but instead advances a narrow, white supremacist agenda. This is yet another example of how the Trump administration weaponizes immigration policy to undermine American values and democratic norms.

The U.S. once stood as a beacon of hope for the oppressed. Under Trump, that beacon is dimming — replaced by a policy that prioritizes race and ideology over human rights and compassion. We must hold this administration accountable for turning America’s refugee program into a tool of exclusion and white supremacy.
