The University of Oregon has fast-tracked a new alert system warning students of Immigration and Customs Enforcement (ICE) activity on campus, responding to pressure from far-left student groups months before the state’s September deadline. The system, integrated into the university’s existing emergency alert infrastructure, went live this week.

This decision follows Oregon House Bill 4079, passed in February and signed into law by Democratic Governor Tina Kotek in April, mandating public schools and higher education institutions to establish a notification system for federal immigration enforcement presence. Despite the law’s September deadline, student activists, including the university’s Democratic Socialists of America chapter and the Anti-ICE Coalition, demanded earlier implementation, citing safety concerns.

An April 30 email from Associate Vice President for Student Life Jimmy Howard notified students that the alert system would be operational immediately. The system requires verification from university police, the Office of the General Counsel, and Safety and Risk Services before alerts are sent. It will not disclose personally identifiable information or notify students of routine federal activities like visa checks.

University spokespeople emphasized that the alert system is a compliance measure with state law and part of existing campus safety protocols. “It’s important for students and employees to be aware of law enforcement activity on campus so they do not unintentionally interrupt it while moving through campus,” a spokesperson said.

However, student organizers have voiced deep mistrust of federal immigration authorities and frustration with what they see as the university’s slow response. They argue that delaying the alert system leaves undocumented students vulnerable to ICE actions and undermines campus safety.

The University of Oregon’s move reflects broader national debates about immigration enforcement on campuses, where student activists have increasingly pushed for protective measures against ICE raids amid heightened immigration crackdowns during and after the Trump administration.
