The Trump administration’s second term has unleashed a staggering expansion of the immigration detention system, according to a new report from the Vera Institute of Justice. Released April 10, 2026, the report documents unprecedented growth in ICE detention populations, with numbers surpassing previous peaks and raising urgent questions about human rights, transparency, and profiteering.

As of mid-March 2026, ICE was detaining more immigrants daily than ever before, with populations consistently exceeding the August 2019 high. The report highlights a record single-day detention population of 73,400 people in January 2026. Since Trump’s second term began, ICE has booked immigrants into detention roughly 444,900 times, with a sharp 61% increase in bookings in just the first two and a half months of 2026 compared to the same period last year.

One glaring example of this surge is the Florida Soft-Sided Facility-South, nicknamed “Alligator Alcatraz.” Opened in July 2025, this controversial site has held between 1,300 and 1,800 detainees daily, despite a federal judge’s brief order to shut it down. The appellate court’s halt of that closure allowed ICE to ramp up detentions again, underscoring the administration’s aggressive approach to immigration enforcement.

Vera’s report also reveals ICE’s sprawling use of detention facilities across all 50 states and several territories, including Guam, Guantanamo Bay, and Puerto Rico. The agency operates 456 detention sites, far more than the 220 publicly acknowledged, with Texas, Florida, California, and Virginia hosting the most facilities. Since Trump’s return to office, ICE has opened 152 new sites and reopened 170 others, expanding the detention footprint dramatically.

Crucially, many of these facilities are run by for-profit prison corporations that have financially benefited from the Trump administration’s detention surge. Vera documents persistent reports of inhumane conditions, overcrowding, and limited access to legal counsel at these sites. The administration is even considering converting warehouses into detention centers, raising further alarms about the commodification of immigrant incarceration.

The Vera Institute’s findings rely on extensive public records and Freedom of Information Act requests, as part of their Deportation Data Project. However, the Department of Homeland Security has not released updated detention data since early February, partly due to a recent DHS shutdown, leaving gaps in official transparency.
