Trump told 'Gang of Eight' about Iran strike. Who are they? - USA Today

The U.S. "Gang of Eight" — a bipartisan group of eight congressional leaders — was briefed ahead of U.S. and Israeli military strikes on Iran, including an operation that killed Supreme Leader Ayatollah Ali Khamenei, House Speaker Mike Johnson confirmed. The group exists under federal law to provide congressional oversight of sensitive intelligence matters while limiting the risk of leaks, and membership is determined by congressional leadership roles rather than appointment. The briefings are informational only — members have no authority to approve or block military operations. The group has also recently been briefed on U.S. operations in Venezuela.

The Trump administration alerted members of Congress’ bipartisan "Gang of Eight” ahead of the U.S. and Israeli strikes on Iran, U.S. House Speaker Mike Johnson confirmed on Saturday, Feb. 28.

"[They] were briefed in detail earlier this week that military action may become necessary to protect American troops and American citizens in Iran, Johnson wrote on X. "I received updates from Secretary Rubio thereafter, and I will remain in close contact with the President and the Department of War as this operation proceeds."

The term "Gang of Eight" refers to a small, bipartisan group of eight congressional leaders who are briefed on the government's most sensitive intelligence matters when wider disclosure could risk national security.

The group exists under federal law to balance two competing priorities: Congress' duty to oversee intelligence activities and the need for strict secrecy during operations impacting national security.

Who currently makes up the Gang of Eight?

Membership is determined by office, not appointment, and changes automatically when leadership roles change.

As of March 2, 2026, the Gang of Eight includes:

  • Speaker of the House: Mike Johnson(R‑La.) - House Minority Leader: Hakeem Jeffries (D‑N.Y.)
  • Senate Majority Leader: John Thune (R‑S.D.)
  • Senate Minority Leader: Chuck Schumer (D‑N.Y.)
  • House Intelligence Committee Chair: Rick Crawford (R‑Ark.)
  • House Intelligence Committee Ranking Member: Jim Himes (D‑Conn.)
  • Senate Intelligence Committee Chair: Tom Cotton (R‑Ark.)
  • Senate Intelligence Committee Vice Chair: Mark Warner (D‑Va.)

Why does the Gang of Eight exist?

Federal law generally requires the executive branch to keep Congress informed about intelligence activities. But in rare “extraordinary circumstances,” presidents are allowed to limit briefings to the smaller group to limit risk of leaks while still providing some level of congressional oversight.

Do they approve military action?

No. Gang of Eight briefings are for oversight, not authorization. Members do not vote to approve or block operations; they are informed so Congress is not completely excluded from the decision‑making loop.

Key recent activities
